Jelynne LeBlanc Burley
Jelynne LeBlanc Burley is currently Chief Administrative Officer and Vice President for Organizational Excellence and Shared Services for CPS Energy, a role she assumed April 7, 2008, after 24 years with the City of San Antonio, the last two years as Deputy City Manager. Under her guidance the City of San Antonio successfully implemented the first Tax Increment Reinvestment Zone (TIRZ) policy unit, the Developer's Incentive Toolkit, the 2007 Bond Program; negotiated Microsoft and Lowes data center relocations and the development of Texas A&M to San Antonio; negotiated the cooperative agreement with the City of Windcrest for the Rackspace Corporate Campus; and served as leadership for the Southside Initiative Community Plan, a 20 year vision plan for the city's southern sector.
This plan was recently recognized by the Texas State American Planning Association. In 1999, Ms. Burley was honored as a "40 under 40 Rising Star" by the San Antonio Business Journal and awarded the 2002 Women's Leadership Award for Public Service, also from the San Antonio Business Journal. In 2003 she was recognized as an outstanding Texan by the Texas Legislative Black Caucus and was inducted in the San Antonio Women's Hall of Fame. In 2006, the Distinguished Citizen Award by Kappa Alpha Psi Fraternity Southwestern Province and Community Legend Award by S.A. Chapter of National Coalition of 100 Black Women were added to her honors.
Jelynne, a Louisiana native, has a B.A. in Political Science from Southern University and an M.A. in Urban Studies from Trinity University. She is also a 1999 graduate of the Construction Executive Program at Texas A & M University. She is a part time instructor at Trinity University. Ms. Burley's first term on the Board began May 2008.

Dr. Deborah J. Cannon
Deborah Cannon is the program manager for VA/DoD credentialing for the South Texas Veterans Health Care System, Audie L. Murphy Memorial Veterans Hospital Division. Dr. Cannon has worked in the medical community and is also an attorney. Ms. Cannon's first term on the Board will expire in September 2009.

Ashby V. Cowart, Jr.
Ashby Cowart is from Jacksonville, Florida and retired from the Air Force after 24 years of active service. His military career consisted of a multitude of U.S. and foreign assignments in the Human Resources career area, working at the Wing, Major Command, Air Staff, and Pentagon Joint Staff levels.
During his final Command assignment, he was responsible for all or part of 17 states and all Air Force Recruiting within those areas. He holds a Bachelor of Science degree and Masters of Education degree from Tuskegee Institute, in Alabama. He also received a Masters of Arts in Personnel Management from Central Michigan University. Ashby is active in a wide range of community volunteer programs.
He currently serves as Polemarch (President) of the San Antonio Alumni Chapter of Kappa Alpha Psi Fraternity, Inc.; as Administrative Assistant for the Regional Polemarch for this area; and is the Historian for the Regional level of the Fraternity.
Ashby is an avid golfer and was recently elected by the membership of Fair Oaks Ranch Golf and Country Club to serve on the Board of Governors within the Country Club. Mr. Cowart's first term on the Board began June 2008.

Geof Edwards, AIA
Geof Edwards is a Principal and the Chief Operating Officer of Kell Munoz Architects. He has practiced architecture with the firm for over 13 years. Today he directs the design studio of the firm. A native of San Antonio, Geof attended The University of Texas at Austin where he received a Bachelor of Business Administration degree as well as his Master of Architecture degree.
Geof’s work has been featured in publications such as Architecture, Architectural Record, and Texas Architect. Professionally, Geof has taught several classes in Architectural History at Trinity University and has been a visiting architectural critic at the University of Texas at Austin, UTSA, and Prairie View A&M University. He is a member of the American Institute of Architects and is active in the AIA San Antonio Chapter.
He has served on the board of the Blue Star Contemporary Arts Center, the San Antonio Museum of Art Friends of Contemporary Art, and also works with the Centro Alameda in their efforts to bring a branch of the Smithsonian Institution to San Antonio. Geoff joined the Board in October 2007.

Leonard E. Lawrence, M. D.
In July 2005 after 33 years on the Faculty, Dr. Lawrence retired as a tenured Professor in the Departments of Psychiatry, Pediatrics and Family and Community Medicine at the Medical School of The University of Texas Health Science Center at San Antonio.
For the last 24 years of that time frame, he also served as the Medical School's Dean of Students. In August 2005, the University bestowed upon him the title "Emeritus Professor", and in September 2005, he returned to the Department of Psychiatry on a half-time basis as Director of Faculty Development and Faculty Evaluation within that department.
Current and past Board service, in addition to the Carver Development Board includes United Way of San Antonio and Bexar County, San Antonio Area Foundation, Alamo Public Telecommunications Council (KLRN-TV9), San Antonio Fighting Back, St. Mary's University, National Medical Association, National Advisory Council on Drug Abuse and the Texas Youth Commission (TYC). Dr. Lawrence joined the Board in 2005, was elected Vice Chair - Internal Relations in 2006, serves on the Executive Committee, and is Chair of the Nominations Committee. Dr. Lawrence's second term expires in September 2010.

Matthew S. Maloy, C.P.A.
Matthew Maloy is a Tax Director at Valero Energy Corporation. He holds a masters in professional accounting from the University of Texas at Austin. Mr. Maloy was formerly the CFO for ArtPace, a private operating foundation that supports an artists-in-residency program for the promotion of contemporary art. Matt served as Vice Chair of the Finance & Administration Committee in 2006-2007 and now serves as Chair of that Committee. Mr. Maloy's first term expires in September 2008.

Jeffrey C. Prince, Esq.
Jeff Prince is Senior Counsel at Haynes and Boone, L.L.P., where he has practiced for over 10 years. Mr. Prince was born and raised in San Antonio. He received his B.A., summa cum laude from and was valedictorian at Abilene Christian University, and also has his J.D., cum laude, from Harvard Law School and M.T.S. from Harvard Divinity School.
After graduate school, Mr. Prince served as law clerk to the Honorable Simeon T. Lake, III, United States District Judge for the Southern District of Texas. Mr. Prince has been active in community and bar affairs. He currently serves on the Fair Oaks Ranch Homeowners' Association Board of Directors and the Fair Oaks Ranch Units C-3 and C-4 Architectural Review Committee.
He is also Past President of the Board of Directors of the Defense Counsel of San Antonio and Immediate Past President of the Board of Directors of the North San Antonio Chamber of Commerce Leadership Lab Alumni Association. Mr. Prince joined the Board in January 2008.

Bryce Seki
Bryce Seki is an Associate in the San Antonio office of Fulbright & Jaworski L.L.P., where he practices real estate law. Bryce is originally from Southern California. He received both his B.A. in the Program of Liberal Studies and his J.D., from the University of Notre Dame.
Prior to working in his current position, Bryce worked in New York for a large Japanese advertising agency and also served as law clerk to the Honorable Tom Price, Texas Court of Criminal Appeals. He currently serves as a Steering Committee Member of the State Bar of Texas Texas Minority Counsel Program and is its San Antonio City Committee Chairperson. Bryce is also active with The Notre Dame Club of San Antonio and participates in many legal related pro bono volunteer activities.
Bryce and his wife have 3 year old twins and have called San Antonio home for the past 6 years.
Bryce joined the Board in February 2010.

Barbara Ford Young
Barbara Ford Young is a native of San Antonio and retired from her position as a social work administrator for the State of Texas after 32 years of service. Her final position was Regional Director of Children and Family Services, responsible for programming for a 29 County area. As a professional social worker, she served as an Adjunct Professor at our Lady of the Lake, Worden School, Prairie View University and Southwest Texas University (now Texas State University).
She holds a Bachelors degree in Psychology from Texas Southern University in Houston Texas, and her Masters from Worden School of Social Service, Our Lady of he Lake University. Barbara is active in religious and civic affairs and has served on numerous boards representing her church, St. Paul United Methodist, on the local, jurisdictional, national and global levels.
Ms. Ford has been inducted into San Antonio Women's Hall of Fame, selected as San Antonio Outstanding Woman of the Year and is a member of Alpha Kappa Alpha Sorority. Ms. Young's first term on the Board began June 2008.
